“Organizational development is the acquisition and management of the capacity and resources to fully develop an organization’s board and staff to its maximum potential with excellence,” explains Dr. Arthur Carter, executive director of the Virginia Eastern Shore Economic Empowerment and Housing Corporation (VESEEHC). In order to engage in OD, an organization needs four things, according to Dr. Carter: 1) the internal capacity for organizational development work; 2) the ability to manage that capacity; 3) the resources, financial and technical, to support that capacity; and 4) processes, policies, etc. through which the OD work gets done.
