This is the starting point if assistive technologies are
to be effective. Availability of accessible hardware
and software ensures that distance education content
becomes available for those with visual impairments.
Accessing content alone does not make much sense.
Content must also be meaningful. The procedures or
technologies used to access the content must be
sensitive to the real needs of the beneficiaries.
Effective assistive technology can go a long way in
addressing issues of accessibility of course materials.
