During the audit of the U.S. Department of State’s (Department) FY 2012 financial statements, Kearney & Company, P.C. (referred to as “we” hereafter) identified matters that were reported in an internal control report1 and a management letter.2 The severity of issues reported in the FY 2012 internal control report related to Foreign Service National (FSN) after-employment benefits had decreased and the two open issues related to this area are included in the management letter rather than the FY 2013 report on internal control. Four issues from the FY 2012 management letter remained open and were updated with information obtained during the audit of the Department’s FY 2013 financial statements.
