The AADMER, though comprised of codes of conduct and enforcement for
implementation among its member countries, still has problems convincing member
countries to contribute more resources and to make progress in each working program.
As previously mentioned, since AADMER funding is voluntary, it is to be expected that
different countries will contribute at different levels according to their own capacity for disaster management. However, a contribution is also viewed as commitment to the
regional collaborative effort and to ensure the continuity of not only regional operation
in disaster management but also the unity of the community on one specific matter.
Again, it is unsurprising that the greatest midterm progress was made by a working
group on preparedness and response that Malaysia and Singapore, two of the more
developed and experienced member nations chaired together.
