However, the evaluation included several processes by which consumers learned that their views
were valued and useful, such as: contributing to the development of evaluation questions;
answering these questions both anonymously through surveys and interpersonally through
interviews; and deliberating the results of these inquiries as a group. This demonstrable, mutual
valuing of what the consumers had to offer their program was effective and empowering,
even if not an example of a well-organized, systematic empowerment evaluation.
