There is no way to measure the degree to which international exposure of the situation served as an impetus for the Soviet response. In any event, the matter was shortly settled. There have been several other situations in which no more drastic action by the Security Council or the General Assembly than general debate and an appeal to the parties to negotiate has brought about settlement of disputes. In the absence of contrary evidence, it may be reasonably assumed that in such cases settlement through negotiations was hastened by United Nations exposure and pressure.
