Work Tasks/Responsibilities:
1. Oversees the preparation and processing of purchase orders in Buncombe County Schools.
Reviews purchase orders to ensure compliance with state statutes and school board policy;
provides guidance to the maintenance department in purchase order placement; refers to the state
division of purchase and contract when dollar thresholds are met; coordinates proposals initiated
from the state division of purchase and contracts; monitors purchase orders for multiple purchases
and proposes grouped purchases to reduce cost; tracks vendors regarding availability of minority
products and services, system purchasing and state reporting quarterly; and direct supervision of
the purchasing specialist to ensure timely encumbering and processing of purchase orders.
2. Supports construction project procurement. Prepares requests for proposals and bid
documentation, conducts bid openings, and implements bid awards.
3. Administers the Buncombe County Public Schools' insurance program. Solicits quotes for all
components of the school system's insurance program; presents insurance policies
recommendations to the school board for procurement consideration; and processes claims with
the insurance agent and school employees.
4. Teams with the Warehouse Manager III in disposing of surplus Buncombe County Schools'
personal property. Conducts actions required to identify, sell, and transfer to new owners
surplus Buncombe County Public Schools' personal property; accounts for sales proceeds and
deposits proceeds received from sales.
5. Performs records maintenance. Develops and maintains purchasing records; maintains vehicle
records system-wide; maintains personal property disposal records; keeps records of minority
vendors; and follows the department of archives policy regarding the disposal and retention of
records.
