2.2.2 Objective measures of financial well-being The simplest objective measure of financial well‐being is income level. This has been used as a single indicator of financial well‐being (Williams, 1983; Fletcher and Lorenz, 1985) but this fails to take expenditure into account. For both perspectives, budget management is required to ensure cash is available – for example, for domestic repairs, or long‐term for events such as retirement, or to protect against a sudden drop in, or cessation of, income and sudden need for unanticipated expenditure. Therefore, Hong and Swanson (1995) propose three measures of financial well‐being, incorporating household income, emergency fund adequacy, and debt‐to‐income ratio. In the UK, the Department for Business, Enterprise and Regulatory Reform note that: ‘there is no universal agreement on a definition of consumer over‐indebtedness’ (2007:24) and suggest using three indicators:
