For this study, the study boundary’s right-of-way (ROW) is taken
into account as two lanes, or 60 m of width. The California High-
Speed Rail Authority’s study of HSR defined the ROW needed for
one lane of HSR as 30 m wide (Parsons Brinckerhoff, 2004). The
main reason for having two lanes relates to train operation. When
HSR becomes a reality, then the optimal operation system will base
on the maximization of efficiency. In this case, one-way operation
requires one HSR at a time and may not effectively meet the
maximum demand.
