It's good to give someone a bottle of water but we want to see, if someone is thirsty multiple times a day, be able to go get a drink of water from a business," said Surette.
Larissa Flanagan runs a small jewelry business from her home and has been thinking about the issue since a chance encounter on Tuesday.
"I went to grab my mail and I noticed a man sitting under the tree here and I thought, 'Gosh, it's awfully hot.' So I ran inside to grab him a drink and a Freezie and I came back out and he was just sweating," said Flanagan.
"I don't know how long he had been out there for, but he was very thankful and it really touched me."
That encounter prompted Flanagan to set up a stand on her front lawn, which holds some bottles of water and invites people to cool off and help themselves.
