Environmental management in developing countries faces the challenges encountered in richer nations, plus more limited funds, the need to combat poverty, hindrances like poor infrastructure; and risks that multinational companies and corrupt government will undermine efforts. Some developing countries have harsh environments which can pose particular environmental management and development problems, and often there is a diversity of ethnic groups with varying needs and aspirations (see Box 2.3) (Kasperson et al., 2003). Environmental management has to judge what is appropriate, and co-ordinate stakeholders. This may be done at a local, regional or global scale; the following list illustrates the diversity of levels at which environmental management can operate, and is partly based on Suriyakumaran (1979), and Bryant and Wilson (1998:325-326):
