Thailand seems to have cheaper accommodation (rent-wise; I don't know about utilities - which can be quite high in Thailand), but the Philippines is more welcoming to foreigners (allowing you to easily stay year after year on a tourist visa).
Depending on where you stay, you can get by on English - for both locations (although, Thai is presumably going to be more difficult for you to learn than Tagalog).
Border/visa runs are generally easier for Thailand (obviously).
The Philippines is poorer but the people seem to be more friendly to foreigners (hearsay, only).
Thailand is primarily Buddhist while the Philippines is Catholic/Christian (if religion is important to you).
Legally, you will not be able to work in Thailand without a work permit (which will generally require you to have a college degree - however, this does not seem to be enforced 100% of the time).
So, as yohan says, it's about 50/50 - depending on what you want/need.
Based on your post, (if) you're only concerned about cheap women and pretty prices - or, wait...pretty women and cheap prices - you can find them both: whether you're in Thailand or the Philippines.
So, what were you doing in the Philippines for so long (why did you initially make the trip and decide to stay for 3 years)?
How were you sustaining/supporting yourself while in the Philippines?
