As in the exploitive-authoritative system, decisions are made at the top of the organization and management. Employee, however, are motivated through rewards for their contributions rather than fear and threats. Information flows from subordinates to managers but it is restricted so what management wants. The system is based on master-servant relationships between management and employees. More rewards are given than in System 1. There is slightly better upward communication and employees are given marginal autonomy.
