HCP’s Principles of Procedure were as follows:
(1) That controversial issues should be taught in the classroom with
adolescents;
(2) That teachers should not use their authority as teachers as a platform for
promoting their own views;
(3) That the mode of enquiry in controversial areas should have discussion
rather than instruction at its core;
(4) That the discussion should protect divergence of view among participants;
(5) That the teacher as Chairperson of the discussion should have responsibility
