Without going into any details and without presenting further examples it may be said that on the whole external monitoring by whatever agencies is not a very effective tool to monitor the compliance with labour law provisions in Germany. The situation has become more dramatic due to the increased amount of different tasks and at the same time reduction of personnel and other resources due to budgetary consideration. Therefore, in Germany external monitoring by state agencies or quasi-state agencies should not be given much weight in discussing the effectiveness of labourlaw.
