The Iranian question
The earliest dispute to come before the Security Council was a complaint by Iran in January 1946 that soviet troops, still occupying the Azerbaijan region, were interfering with the internal affairs of Iran by encouraging a separatist movement there. The Soviet representative denied the charges and the Council, after brief discussion, requested that adversary governments resume negotiations and that the Security Council be kept informed of results. In March the matter was discussed again. The issue was dropped in May when Iran reported the withdrawal of Soviet troops.
