Third, the call for a big central government, in effect, obstructs the move to
strengthen local governments. A company should not allow other companies to
grow and compete with it unless they are subsidiaries or branches. Thus, the
concept of decentralisation within the context of "a country is my company" approach
refers to the delegation of power from the Prime Minister to others. Decentralisation
does not mean the giving of power from the central government to the citizens to
govern themselves. One should not be surprised to find that the Thaksin government
does not strongly support the growth of local governments and civil society. The
government has not discussed the introduction of elections for key positions such as
provincial governors. Instead, the Prime Minister is trying to assume greater control
over the provincial governors. This position explains why the Thaksin government
is preparing a draft amendment to the Bangkok Metropolitan Administration Act which would put the city governor and mayors of proposed metropolitan zones
under the direct supervision of the Prime Minister.
