Quality assurance plan and review
This is analogous to the project WBS.
The idea is that the work content of the project is broken down to such a level that specific quality tools and techniques can be applied to each section.
Generally, there are three major problems associated with the imposition of a quality system onto an organisation:
In the early stages, quality is often undervalued because of the difficulties in quantifying it
It is often incorrectly evaluated in terms of time and money
Lack of planning
The lack of planning problem can often be the most difficult to overcome as quality cannot be applied retrospectively to a system, it must be inbuilt
