Both practical and technical problems are encountered when portfolios are used to assess students’ schoolwork. Practical problems include such matters as deciding which assignments to include in the portfolios and finding space for storage. A problem that has both practical a and technical implications is deciding which assignments to include in the portfolios are usually evaluated by a team of raters who have been trained to apply a standards set of criteria. Needless to say, using teams of portfolios is very time-consuming and costly [Herman & Winters,1994].
