The Development of TQM
It would be understandable to imagine that TQM originated
from the Japanese style of management and, indeed, a
great deal of the current thinking has been developed and
tested in Japan.
The original concept was, however, created in America,
during World War II, when Dr W. Edwards Deming[3] and
J.M. Juran[4], working in the armaments industry, are
credited with recognizing that putting quality first can both
reduce costs and improve productivity, and that over 85
per cent of quality failures normally stem from systems
under the direct control of management.
