When deciding whether to lower the reservoir, consider these factors:
• The effects on the purpose(s) of the project (municipal water supply, power generation,
etc.).
• The potential for instability of the upstream slope from rapid drawdown.
• The potential damage or loss of life downstream because of higher than normal
discharges through the control works.
However, these factors may be of secondary importance if dam failure is imminent and it is
already known that failure would result in loss of life and extensive property damage!
