The Housing and Community Development Act of 1974 was one of a series of laws enacted to supplement the objectives of the Public Housing Act of 1937. It was notable for its em -bodiment of creative federalism. While both public housing and urban renewal programs incorporated local participation, Presi- dent Nixon concluded that it was at too modest a level.The 1974 law decentralized the administration of housing programs sub- stantially more than had earlier policies.
