As the flooding threat to Bangkok increased, discontent with the government response and the FROC mounted. The government was criticized for underestimating the extent of flooding, giving mixed or conflicting information, and not giving adequate warnings.[citation needed] Failure of government units to share data and cooperate were reported as contributing to the problem.[citation needed] FROC administrators and the Bangkok Metropolitan Administration were criticized for playing politics and refusing to cooperate at the expense of the general population.
