The Bureau of Applied Research in Anthropology (BARA) at the University of
Arizona (UofA) in Tucson, Arizona subcontracted with POWER Engineers, Inc. of Hailey,
Idaho to research social impacts from the Riverside Transmission Reliability Project (RTRP),
a proposed electrical system upgrade, to American Indian communities. The research focused
on three cultural affiliated American Indian tribes who expressed an interest in participating
in the formal Environmental Impact Assessment (EIA) – the Morongo Band of Mission
Indians, the Pechanga Band of Luiseño Mission Indians, and the Soboba Band of Luiseño
Indians.
