8.2 PROJECT MANAGER AND/OR PROJECT SITE MANAGER
The Project Manager is totally committed to support and promote Health, Safety and Environment activities for the Project and ensure the continuous improvement of all areas of Health and Safety of all employees.
The Project Manager responsibility will be as follows:
• Preparation, maintaining and distribution of the HSE Plan to all assigned disciplines on the project.
• Overall Project execution, to ensure that the HSE Policy and procedures are prepared, issued and implemented.
• Ensuring adequate resources are provided for the Project in terms of personnel, support and advice, planning and any other identified aspects of construction that may impact on the overall HSE Program.
• Complying with the Thailand’s regulations, client’s requirements and Project HSE Policy.
• Ensuring Health and Safety files are correctly prepared and delivered to client at the end of the Project, containing all information required to allow client to operate and maintain the plant safely.
8.3 SAFETY OFFICER AT PROFESSIONAL LEVEL
Safety Officer Professional Level shall be totally responsible for all HSE matters at design stage.
• Ensure that project HSE standards are achieved in the design activities including equipment layouts.
• Ensure that all formal safety activities are competently undertaken, completed timely and documented.
• Ensure that the designed facilities present minimal environmental risk.
• Engineering and design the facilities with regards to best practice in HSE so that the total risk to personnel, property and environment is as low as reasonable practicable and in minimum meeting those levels of acceptable and tolerable risk adopted for the project.
8.4 CONTRACTORS
