As an administrator I want to be able to force my end users to update the software on their BlackBerry 10 devices to a specific and/or the latest available version.
I should be able to see the manifest and choose the appropriate version for my deployment.
This control should be at the user/group and server levels based on each carrier device connecting to my network. (This in conjunction with the OS restriction requirement MKS 8934228 can be combined into a single OS control mechanism)
NOTE: Support for caching / serving OS updates centrally from BES, as well as support for dark site are not in scope for this requirement.
NOTE 2: : OS Update controls to include Regulated w/ Balance (Work + Personal Regulated) activation mode. Where the org has purchased a Gold license, the user can be presented w/ disclaimer of work control over device, the Balance BB10 experience can be provided w/ admin control over OS.
NOTE 3: : Not planned to be supported on non-regulated devices - Forcing a user to upgrade their software goes against balance and byod values. We can prevent the activation on bes but not force os updates on the device. Effectively they are the same but fundamentally very different.

- For mandatory apps the following limitations apply.
- Most carriers set a limit to 30-50 MB
- User must be in wifi coverage.
