IFO “The Clear Leader” and Your Sphere of Influence
I have been honored to work with this “Clear Leader” D&C team the past 3 ½ years as the Drilling Engineering Manager. My first OE message 3 ½ years ago was related to ‘Sphere of Influence and Clear Leader Behaviors and I thought my final OE message would pertain this same subject. I truly believe our number one priority is to ensure everyone goes home safe to their families every night.
How have we ensured IFO? It started with you and me believing in IFO & Operational Excellence culture and understanding how our sphere of influence impacts everyone’s safety from Bangkok office all the way to the rotary table in our offshore rig operations. There have been many examples of what we have done as a team to build our IFO culture over the past 3 years while increasing our rig operations to ten and transitioning 6 new builds into our fleet and still deliver safe operations and Business Plan objectives. IFO culture does not happen by accident or luck as we have carefully pre planned our work using all the right tools and executed as one team.
Sphere of Influence and what does that mean? All of us have a Sphere of Influence which in turn impacts the overall safety of our working environment. Our Sphere of Influence can be controlled by using HES tool kits and D&C Standards to help guide us in all aspects of well construction design and actual well execution. These tools include such programs as we always honor our Tenets of Operations, Job Planning & JSA IFO Pocketbooks and its application, Stop Work Authority, OEMS with respect to Leadership Accountability, Management System Process, OE Expectations, BBS Safety programs, and our 11 D&C initiatives as “Tools of Change” to our well factory process.
The Initiatives are as follows and each one we have illustrated continuous improvement each year to build upon our IFO culture:

5. Category Management
6. SW CPDEP
7. Engineering Desk Top
8. Well Construction Performance Improvement Plans
9. Rig Schedule Governance
10. Competency Development

We must be conscious of our Sphere of Influence for example, always ask yourself when you are reviewing a SOPs, well programs, or procedures on the rig:
• Have I thought of all the associated risks and has RUMS identified all high risks with mitigations in place?
• Does the desired objective result in a value creation outcome worth the associated risks?
• Have we completed Mandatory Pre Job Agenda and Check List?
If the answer is no to any of these questions then we are obligated to exercise your Stop Work Authority and do it right the first time.
We have experienced key DAFW and incident rate increase in 2014 and we must all remember OE and Safe operations is one day at time and must focus daily on incident free operations to be successful. Do not let complacency happen in our OE focus as this is our real challenge to everyone going home safely.
As valued D&C team members no matter how far we think we are from the offshore rig operations in our job duties, we all do have Sphere of Influence that will make our operations safer as well as protect our team members that are directly around us.
I will assume my new position as Well Safe Examiner for ASBU Profit Centers plus other Chevron Business Units but I will remain based in Bangkok. As one team in my new responsibilities we will achieve IFO through Process Safety/Well control and Operational Excellence.
