I. INTRODUCTION
Educational technology caused a sensation in basic
education reform. According to Wenhui Paper, "leapeducation"
is a research subject insisted by He Kekang, the
professor of Beijing Normal University for nearly ten years.
After the implementation of "Leap-education", substantial
progress and teaching quality have been greatly improved
without increasing tasks and teaching lessons. [1] This case
has aroused strong social repercussions, also proved the
important role of educational technology in teaching.
Nowadays, education is facing great challenges, and
technology offers opportunities for education reform.
Teachers can use technology to provide students with
interactive learning experience, learning content, learning
resources and evaluation of various forms of learning.
Technology-based learning and evaluation system will not
only improve the academic performance of students, but also
provide data for the improvement of the education system at
all levels. At the same time, technology can support
professional development for teachers. In this context, the

Instructional Technology is the theory and practice of design,
development, utilization, management and evaluation of
processes and resources for learning. Educational technology
includes three aspects: modern technology in teaching i.e.
modern educational media; the use of modern education,
media education, teaching methods, that is, mass media
approach; quality education, the teaching process systems
approach, namely, teaching design. Modern educational
