Third, another step in the process of prime ministerialisatdon involves the
suggested monitoring process of provincial governors. Provincial governors will be
monitored by two national committees: one chaired by the Prime Minister and the
other chaired by a Deputy Prime Minister. In other words, provincial governors will
no longer be under the minister of interior. It is hard to believe that the idea of
"freedom to manage" could easily come true with all these central committees. The
national committee method is nothing new as provincial governors in the old
traditional practices of the Thai bureaucracy are always under the committee systems
of the national government.25 Even worst, reformers are thinking of coming up with
a detailed manual for provincial governors to follow. They are also thinking of
setting up a system of foremen to coach each provincial governor. Will there be any
room left for the provincial governor CEOs to manage freely?
