The goals of the policies of offshore and coastal fisheries are to restore the fishery resources, develop excellent quality fishing grounds, and protect coastal ecosystems. Ecological index is considered to be crucial by all stakeholders (Table 2). However, every indicator in the ecological dimension showed a decreasing trend, except for water quality (I2) and the ratio of fishery resource protection area to total territorial waters area (I5) ( Fig. 4). Indicator for annual landings (I9) also exhibited a reduction. The reason that goals were unobtainable could be due to the fact that the ratio of fishery resource protection areas to total territorial water areas (I5) was increasing, although most fishery resources conservation areas were paper parks. Lack of communication between fishermen and policymakers instigated illegal fishing, resulting in depletion of fishery resources [33]. Therefore, all stakeholders consider this indicator to be crucial ( Table 2).
