Solution. In recommending reorganization changes it has been our constant objective to achieve the greatest possible degree of unity in the departmental structure. We have been mindful, too, of the excessive burden on the President of having so many agencies report to him. In our first report we recommended, as a desirable goal, the reduction of the total number of agencies reporting to the President to about one-third of their present number. while it has not been entirely possible to reach this objective, we have, nevertheless, made recommendations which will reduce the total number of agencies so reporting, to what, in our judgment, is the smallest number feasible if a maximum unity of purpose in each department is also to be achieved.
