upgrading that have been described in detail in the literature remains relatively limited. There is
also the problem of establishing the complete picture. Thus, the best practices programme of the
UNCHS (Habitat) is problematic from an analytical perspective, as there is a tendency to reflect
the successes and underplay the failings, thereby failing to reflect accurately the complete picture.
This is illustrated very clearly by Verma (2000) and is supported by personal knowledge of the
integrated serviced land project in Cape Town that was also a best practices submission (Abbott,
2000).
