1. INTRODUCTION
On 11 March 2011, a Mw. 9.0 earthquake generated a giant
tsunami with the maximum run-up height of 40.1 meters, at
Tohoku region in Japan [2]. The tsunami caused extensive
damages along the coastal areas devastating many buildings,
forests and infrastructure. As of 10 October 2013, Japan’s
National Police Agency reported that totally 18,525 people
were dead or missing, and 126,583 buildings and/or houses
collapsed or were washed away by the tsunami [3]. The extensive
and devastating impacts by the tsunami comprised a
breakdown of information networks and barriers of debris.
