With the institution of regions
with legislative power, an attempt was made to redistribute
power from the centre to the periphery although it is too
early to judge whether this has been successful. Finally,
the recognition granted to all citizens of 'the right to associate
freely in political parties and to compete democratically to
determine national policy' (Article 49) was meant to
legitimate organizations which facilitate the formation of a
collective will through the aggregation of homogeneous
interests in a society characterized by plurality of groups
and strong social tensions.
