Unfortunately, these OSHA measurements are after the fact and are not as effective as they could be since they are reactive. A more-effective measurement would be to monitor safety activities that have been put in place to prevent injuries. Participation in the morning Job Safety Analysis (JSA), conducting Manager Safety Audits (MSAs), keeping up with the Assured Grounding Program, or some other safety function will work for this type of measurement. Although effective, it will take more time and effort to track them, which could add to the overall cost of maintaining the program.
