Conclusion
Some of the factors that contribute to a library's attainment of its objectives are: level of financial support,
adequate information resources, functional physical facilities and good management. But none of these alone
can make that contribution without human resources. For it is the staff that have to identify the present and
future needs of the library and prepare formalised statements of all accounts, and of allocations of the available
financial resources. This is known as budgeting; it is the staff that have to acquire all the information resources
with which the required services will be provided; it is the staff that will plan the design of buildings to house the
library staff themselves, readers, equipment and information resources; it is the staff that will blend all these
factors in such a way as to produce the desired results. Above all, the importance of management of staff
cannot be under-estimated without grave adverse consequences to the library.
