Although the claims of the Universalists and regionalists, by creating a dichotomy between the two approaches, might seem to preclude an accommodation between them, such an accommodation may in fact exist. The choice is not necessarily one of either regionalism or universalism but allows for both regionalism and universalism coexisting in a sometimes competing and sometimes mutually supporting relationship. The relationship of regional with universal organization may be either antagonistic or harmonious.
