1. PURPOSE
Linfox expects all managers to use manpower resources in a disciplined and costeffective
manner to support operations and generate revenue for the business. The
purpose of this policy is to ensure that requests for manpower are justified and
proper management approvals given before any job offers are made.
2. SCOPE
This policy applies to all levels of vacancies, whether these are replacement or newlycreated positions.
3. DEFINITIONS
Hiring Manager – the employee to whom the new employee will report whenrecruited
4. ACCOUNTABILITIES / RESPONSIBLITIESHiring Manager
Provide justifications to the following :-
- The hire is required to ensure business continuity
- Why the responsibilities cannot be delegated elsewhere
- Why the responsibilities cannot be restructured so that the job can be
accomplished by existing staff
- For managerial and supervisory roles why the position serves a critical
leadership role and why it has to be filled at the level proposed
- Timeline the requested vacancy is to be filled
- The proposed cost of the suitable incumbent

Country HR / Regional HR
- Review the justification of the hiring manager for the request and provide Country
Manager / Regional Head with an HR perspective of the request
- Support the hiring manager in terms of a reasonable salary and overall package
required to recruit and retain the right people of the right caliber
- For newly created position support the hiring manager to develop a job description of the new role
Country Manager / Regional Head
- Review and approve / reject the request in terms of its impact to the overall P&L
and operational efficiency and customer satisfaction
5. POLICY / PROCEURES
a. All levels of vacancies, whether these are replacement or newly created positions
must be approved in writing by the Country Manager (or regional heads for
regional positions) and ultimately by the CEO Asia to initiate the recruitment process, external or internal.
b. Sourcing while waiting for approvals is allowed but no job offer can be made to
potential candidates until all due approvals are given
c. The approved requisition is valid for 6 months from the date of approval of the
CEO Asia. If the opening cannot be filled at the end of 6 months, the approval
expires and the hiring manager has to raise a new requisition. This is to ensure
that resources are used according to changes in the business and usually 6
months is long enough for material changes to take place
d. Raise the request by completing the “Approval to Recruit” form HR1. Engage HR to ensure that request is well justified
e. For newly created position the request must be supported by a job description ofthe role
f. Send the form to the Country Manager for endorsement
g. On bi-weekly basis on the 1st and 15th of every month, send the consolidated list
of requests (HR1 already approved by Country Manager) using the
“Consolidated HR1” Form to CEO Asia for final approval
h. For urgent requests send the respective HR1 form to CEO Asia as soon as it has been endorsed by the Country Manager
