The participatory welfare initiative aimed to (i) develop a fully fledged national
healthcare system; (ii) promote national welfare with focus on guaranteeing minimum
livelihood, childcare, and support for senior citizens and the handicapped;
and (iii) create a prosperous and stable society. It also aimed to (iv) foster a society
of balanced development between economic growth and distribution, different
regions, different classes, and between labor and management; and (v) promote
sustainable development and gender equality.
