It is not the Commission’s function to make policy recommendations concerning light pollution, and
regulation of lighting is necessarily a highly technical matter, requiring the expertise of lighting
engineers and municipal planners. The Commission does not intend to deal with the technical
issues, much less resolve them. What the Commission can usefully contribute is a review of existing
and proposed light pollution abatement legislation to identify a practical legal framework for
addressing the problem, and in particular, the legislative response that would be most useful at the
provincial level.
