Imagine you come upon a traffic accident in which an SUV has rolled over into a ditch. You ask a group of people standing to the side: "What happened? What is responsible for this?" In the first sense of responsibility, you would be asking about the cause of what you see: who, or what, caused this accident to happen? Imagine the driver answering, "I did it, but it wasn't my fault. I was driving when the tire blew out and turned sharply to the left which caused the car to roll over." A second sense of responsibility involves assigning blame or fault. To ask "Who is responsible?" in this sense is to inquire about who is to be held liable for the harm. The driver's answer shows that one can be responsible in the first sense but not in the second. One might cause some wrong but not be liable or at fault for it.
