Welfare and Institutions Code, Division 4.5, Chapter 1,
Section 4512 (a). Assembly Bill (AB) 2370, legislation
enacted and chaptered on September 22, 2012, replaced
the term “mental retardation” with “intellectual disability.”
The legislation aligns California code with the
federal definition, known as Rosa’s Law, that was signed
in 2010 and that removed the term “mental retardation”
from all federal statutes and replaced it with “intellectual
disability.” AB 2370 revises various California statutes
to make the same changes. The bill does not change the
coverage, eligibility, rights, responsibilities, or substantive
definitions referred to in existing law.
