vi. The project was least successful ia terms of improving the
planning and management of the education system. The goals to reorganize
the Ministry of Education (MOE) and to strengthen local planning and
management capacity were overly optiaistic for a single project within the
time frame of one project period. The reorganization required changes to
laws and regulations and coordination among different agencies with
duplicative functions. This required permanent delegation of functlons by
the Cabinet. Such objectives could only be achieved through a sustained
policy dialogue at a high level between the Bank and the Government over a
long period.
