I talked with Mike and he confirmed my understanding that Remington is pushing towards full disclosure but also admitted that there are no clear guidelines with respect to acceptable gross margins. Therefore, it is not clear whether or not they will clear the project once you have supplied the full information.
Based on the law, Remington would be required to reject a project if they believe there may be corruption involved in securing the project. One factor that may indicate possible corruption would be a high margin. On the other hand, for Remington to enforce the final selling prices could be considered restrictive trade practices which violates other USA laws. Confusing...?!?
