However, it should be noted that there are at least two major problems
in employing demographic variables as the primary predictors of community
network use. The first problem relates to wide diffusion of the
Internet to the society. Since the U.S. National Telecommunications and
Information Administration (under the Clinton administration) recognized
the digital divide, “the divide between those with access to new
technologies and those without” [15, par. 1], there have been considerable
government and local efforts to provide ICT services to traditionally underprivileged
populations by supporting local organizations working for
this cause [7, 14–17]. Because of those efforts, more recent studies indeed
reported that a community network user profile is no longer limited to
educated, affluent, young men [6]. Also, when three out of four Americans
have access to the Internet [29], it is questionable whether demographics
would maintain the same predictive power as they had in the mid-1990s.
This environmental change allows us to assume that the previously underprivileged
population may no longer be as excluded from the Internet.
Accordingly, demographic characteristics may be reduced as informative
predictors of use.
Another problem relates to the way demographic variables were dealt
with in the previous literature. The literature has investigated the demographic
variables in isolation without making connections to other predictors
of use. Yet, a simple description of user demographic characteristics
is not sufficient for answering many important questions about community
network use. Several studies even suggested that psychological variables
were more critical predictors than demographic ones in ICT use. For example,
Janet Dixon [20] and Lisa Beinhoff [21] found that the seemingly
influential demographic variables had little influence on Internet use once
users’ attitudes and perceptions were taken into account. Furthermore,
some literature suggests that demographic variables have complex interactions
with those psychological factors in explaining use. For example,
Gregory Newby and Ann Bishop [11] reported that traditionally underserved
groups became the most active and satisfied users among all community
network users. Andrew Patrick and Thomas Whalen [18] reported

that females, the unemployed, and those with lower incomes expressed
the greatest satisfaction, even though typical users were young males with
higher educations and incomes. Daryle Niedermayer [19] showed that the
people with the strongest interest in using a community network were
those with lower education levels or household incomes under $15,000.
Collectively, the above literature suggests that demographics alone have a
limited influence on use; their effects may be mediated by users’ attitudes
toward and perceptions of the service. However, despite the importance
of the findings, these studies are limited by the fact that they were grounded
on either conveniently collected samples or anecdotal reports. This limitation
suggests a need for an empirical investigation that would more
rigorously test the influence of demographic variables on community network
use along with appropriate psychological factors.
In addition, the rapidly growing Internet market suggests an important
environmental factor that could affect the use of community networks:
whether or not one has accessibility to an alternative ISP. Although previous
researchers have not investigated this factor, alternative service accessibility
could have a critical influence on community network use, especially as
the quality of access gains importance in the effective use of the Internet.
A faster and more reliable Internet service becomes critical as the Internet
permeates into almost every aspect of our lives. As the ICT market expands,
people can get such quality access easily through commercial ISPs, such
as Roadrunner or America Online. However, most community networks
have not reached the state-of-the-art technology levels that those advanced
commercial ISPs provide. This is because most community networks are
operated by public or nonprofit community organizations that run on
relatively limited resources [3, 22]. Consequently, over the past five years,
it has been observed that many community network users who could afford
the higher cost have switched to other services to obtain improved access
[3, 17].
Accordingly, it is conceivable that those who have an alternative service
are different from those who use the community network as their only ISP.
That they could switch to the commercial ISP could indicate that they
could afford the higher cost and are more experienced IT users. While
some have discontinued use of the community network service, others
retained their memberships. Thus, it can also be speculated that people
who keep their community network membership may perceive the service
differently than those who end their membership. Presumably, those continuing
members are more likely to perceive the service as a service that
exists for the community rather than just another ISP. Furthermore, this
perception could result in different use patterns that are distinguished
from those who use the community network as their only ISP. In fact,
consumer behavior studies generally support this prediction by showing

that the availability of choice brings about different behavioral patterns
. Therefore, alternative service accessibility would seem to be an
important environmental factor that can explain the use of a community
network. In summary, discussions above have been recapitulated in the
following three research questions of this study: (1) Do demographic factors
remain strong predictors of use when tested along with psychological
and environment factors? (2) What are the predictors of use in each subgroup
separated by their accessibility to an alternative Internet service?
Are the predictors of use the same in both groups or are they different?
(3) Is there any difference between users with and without alternative
service accessibility in their demographics, psychological characteristics,
and use?
To answer the above research questions, this study examined four demographic
variables: gender, age, education, and income. The study chose four
psychological variables that were considered to be relevant to the use of
community ICTs. Three psychological variables were adopted from Icek
Ajzen’s [30, 33–34] theory of planned behavior, which is a theoretical
model that has been widely applied to various social behaviors, including
media use and information technology use. The theory predicts behaviors
with three psychological constructs: attitude (i.e., attitude toward using the
service), subjective norms (i.e., perceived social pressure to use the service),
and perceived behavioral control (i.e., perceived capability to use the
service).
In relation to the behavior studied here, it is contended that people
would use (or not use) the community network service when they (1) have
positive (or negative) attitudes toward using the service, (2) are influenced
by others’ encouragement (or discouragement) of using the service, or
(3) feel (or lack) confidence in using information technology [35]. Sense
of community was selected as a fourth psychological construct. As a community
ICT, community networks might be used by those who have a strong
attachment to their communities and by those who like to have a sense of
membership in their communities
