community-based initiatives has come to dominate the debate (Huchzermeyer, 1999). This in
turn has led to the formation of the Peoples’ Housing Process, a national trust sponsored by the
South African government, UNDP and UNCHS (Habitat), which is aimed at building local
capacity for poor people to control their own (predominantly housing) development. This housing
focus makes it difficult to engage with about more integrated development or about the issue of
complexity.
