This study reviewed the many attempts at school district reorganization by educators and the state legislature from 1920 to 1937. Based upon the knowledge gained form the research and experience of the previous studies, the california State Department of Education decided to study fifteen typical California counties, one of which was Ventura County. The conclusions reached by this study favored using the high school districts, as a basis for an administrative unit.
