A further redistributive element is embedded in the graded system of public
hospital wards; these are stratified according to the level of comfort and
amenities, thus allowing preferential targeting of subsidies in the lower
classes of wards. Patients who opt for C-class (eight-bed) enjoy wards with a
subsidy of up to 80%, whereas patients who choose A-class (single bed) are
not subsidized at all. The Ministry of Health estimates that more than 96 percent
of B-class (four-bed) patients and almost 98 percent of C-class patients
should be able to fully pay their bills from their Medisave account.
