Once a strategy or set of strategies to address identified problems has been developed the next step is to plan the ways that these strategies will be implemented. This does not mean that the assessment phase is entirely over; rather, the process must remain flexible and sensitive to changing circumstances and the needs of the community throughout the planning and implementing phases. Certainly, though, a large component of the assessment phase is over and attention can be focused more fully on the very different set of skill required in effective plan ning, implementation, and evaluation (examined in the Chapter 13).
