The focus in the literature on official infidelity raises the puzzle of why
exactly we value RL. 51 The most famous answer in modem jurisprudence is
provided by Lon Fuller. His list of RL virtues captures well the overall
objective of RL as a matter of legal theory and, as well, delineates qualities of
good law that command widespread agreement.52 Fuller views RL as entailing
a series of moral qualities that are characteristic of good law.53 These include
